  • Technical Assistance to The Ministry of Social Affairs of Tunisia for Their G2P Payment Digitization. The World Bank Group's (WB) G2Px initiative to digitize government-to-person (G2P) payments mobilizes knowledge and expertise from multiple sectors around the world, with the goal of helping countries move the G2P payments paradigm to one that simultaneously accelerates critical development outcomes such as financial inclusion, women's economic empowerment, and government budget savings.Through this initiative, the WB Group seeks to establish a framework, develop best practices, and provide upstream technical assistance to radically improve G2P payments worldwide.This initiative contributes to the creation of a global movement ensuring that all G2P programs aim and are designed for broader inclusion and empowerment with a focus on digitization; it builds on its three pillars:1. Savvy leadership and analytics to create evidence and advance understanding of the impact and best practices of G2P digital payments.2. World-class platforms and meetings to scale good practices, collaborate and build awareness.3. National and regional commitment to provide the technical and financial support needed for the technical design and implementation of G2P digital payments as well as the enabling infrastructure and ecosystem that can drive development outcomes.The work of the G2P initiative is made possible with support from the Bill & Melinda Gates Foundation and the Norwegian Agency for Development Cooperation (Norad).To learn more about the G2P initiative, visit www.worldbank.org/en/programs/g2px.World Bank-s Technical Assistance on Digital PaymentTo support the government-s effort on digital payment, the World Bank team has been closely supporting the Tunisian government, both at the national level and from the sectorial level (specifically the social protection sector). Consequently, the World Bank Technical Assistance on Digital Payment is designed twofold as below, and these are closely coordinated to ensure the linkage and to avoid overlaps.One is led by the WB Digital Financial Services (DFS) team to support the CBT. This TA will focus on how Tunisia can create a fully integrate G2P system, by identifying options and best practices that the GoT could follow in order to shift from the β€œas is” government to person (G2P) towards a future scenario where government payments are fully automated and transferred to transaction accounts while leveraging the existing National Payments System infrastructure. This TA study will therefore include a phase of analysis of the existing situation, then a phase of recommendations, with a target organization, and the international benchmark for options including possible steps that can be used for its implementation. The ultimate goal is to identify best practices in terms of design principles, infrastructure, organizational requirements, and recommendations on inputs for business models to address the shift to digitized government payments. For the different options, the study will identify the relevant investments needed, suggesting examples of best practices similar to the Tunisian context. These recommendations should be compiled in the final report. As such, this TA would focus mainly on two segments: 1. Comprehensive account of all ongoing G2P payments and their mechanisms with suggestions on how to transition these to an integrated online payment platform; and 2. Assistance to GoT on the development and use of an integrated G2P payments platform, including developing an inter-ministerial digital payments coordination platform.The other TA is led by the WB Social Protection (SP) team to support the MoSA. Since 2016, the WB has been supporting the MAS through the SP Reform Support Project (USD 5 million, closed in 2019) and there is an ongoing TA on the assessment of digital payment solutions in CNSS which results will help to identify recommendations to be implemented in accordance with the national program. Moreover, the SP team is supporting MoSA to strengthen the digitalization of payments under the AMEN Social Program through the P176352 Project β€œTunisia-COVID-19-Social-Protection-Emergency-Response-Project” and Digital Transformation of Public Services Project (GovTech, USD 100 million, approved in 2019) that aims to improve equitable access to and the quality and accountability of selected services from the Education and Social Protection sectors. GovTech project in the social protection sector includes (i) social registry for Social Safety Nets (life-event related to social assistance) (ii) interoperability intra-sector and inter-sectors (iii) delivery systems (iv) case management (v) enterprise architecture (vi) social insurance for most vulnerable workers and digitalization of P2G social contributions (Life-event related to social protection). In 2019, for social assistance program beneficiaries, the MAS started issuing an ATM card β€œAMEN card”, replacing the over-the-counter transactions at the post office. Electronic modes are also used for social security (CNSS, CNRPS), while there-s a scope for greater use for digital payments, particularly for contributions.practices in terms of design principles, infrastructure, organizational requirements, and recommendations on inputs for business models to address the shift to digitized government payments.
