- TheELMED interconnector between Tunisia and Italy represents an opportunity forTunisia to connect directly to the European electricity market. Co-financed bythe World Bank and other partners, the Elmed project will enable the exchangeof electricity between the two countries (and wider with the European Union viathe single European electricity market), allowing Tunisia to export renewableelectricity to Europe and to import when required, thereby strengtheningTunisia-s energy security, diversification, and integration into regional powermarkets.To fully capture these benefits,Tunisia needs to develop a clear understanding of the possible commercial andregulatory arrangements for cross-border electricity trading via the Elmedinterconnector. This will enable the country to engage effectively indiscussions and negotiations with Italy and the European Union (EU) on the operationalizationof electricity exchanges.This Technical Assistance (TA) willtherefore support the Ministry of Industry, Mines and Energy (MIME) and SociétéTunisienne de l'Électricité et du Gaz (STEG) in the operationalization of theElmed electricity interconnector with Italy.Theactivities under this ToR will lay the groundwork for enhanced regionalconnectivity and improved security of supply. This will include analytical andtechnical assistance to support Tunisia's medium- and long-term regionalelectricity market integration, with focus on the Elmed interconnector. Activitieswill assess the legal, regulatory, market, and commercial requirements forTunisia to participate in the European electricity market and enable renewableenergy exports to Europe and imports when needed, while identifying risks, andstrengthening institutional capacity of Tunisia to engage in these discussions andnegotiations with their European counterparts.
