Description:
Expression of Interest are invited for Study on Improving Governance and Sustainability Conditions for Port Services at National Level. “Study on improving governance and conditions for the sustainability of services ports at the national level" The Tunisian government represented by the Ministry of Agriculture, Hydraulic Resources and Fisheries and its General Directorate of Fisheries and Aquaculture, hereinafter, DGPAq, received a grant from the European Union through the French Development Agency (AFD No. CTN 1251 01 B) worth 5.61 million euros to finance the "Support project for the sustainable management of fisheries and aquaculture resources in Tunisia" ci -after “MEDFISHTUN”. The DGPAq proposes to use part of the grant funds to make payments authorized under the following contract “Study on improving the governance and sustainability conditions of port services at the national level”. This contract will also be partly financed by the Expertise Fund to support Capacity Building (FERC). The objective of this service is, on the one hand, to make a detailed inventory of the modes of management and operation of the fishing port areas, and on the other hand to put in place a recovery plan for better governance and development of fishing ports. The service will be carried out in 3 distinct phases: - Phase 1: sectoral analysis and inventory of heritage, economic, legal, financial, environmental, social and organizational aspects of fishing ports as well as a detailed diagnosis; - Phase 2: Recommendations for improving the governance and performance of port communities. - Phase 3: Proposal for a port master plan by 2050.
