Description:
Tenders are invited for PIM Phase 3 - Support to the Tunisia Public Investment Management Reform. PIM Phase 3 is focused on building upon the successes of phase 2 and accelerating the public investment management (PIM) reform in Tunisia. The main objective is to strengthen the different components of the PIM chain, with a particular emphasis on coordination with the Ministry of Finance and alignment with the new public financial management framework.This phase of PAGIP will be implemented amidst a sustained reform dynamic involving the Ministry of Finance and the Presidency of the Government. Our focus will be on three key factors to accelerate the implementation of the unified public investment management framework: implementation of the national development plan, hosting regional workshops to disseminate the unified framework for evaluating and managing public investment, and establishing a roadmap and a public investment charter.To achieve these objectives, we are seeking a firm to provide ongoing support to the actors in the PIM chain and offer policy recommendations. Specifically, we aim to support the Government of Tunisia in transforming and expanding the TARTIB tool into a web-based application that is interoperable with existing tools, strengthening the capacity of project leaders to manage public investments, establishing operational mechanisms for public investment management, and improving the governance of public investment reform.
