Assignment Description SELECTION FOR CONSULTANTS BY THE WORLD BANK GROUP REQUEST FOR EXPRESSIONS OF INTEREST Electronic Submissions through World Bank Group eConsultant2 https://wbgeconsult2.worldbank.org/wbgec/index.html ASSIGNMENT OVERVIEW Assignment Title: 1273758 - Tunisia - Maintenance planning for a resilient road network - Technical Assistance (TA) to Performance-based contracting for road maintenance Assignment Countries: - Tunisia ASSIGNMENT DESCRIPTION The TAs objective is to improve management of the road sector through performance-based contracts with performance standards for resilience whose payments are made against these objectives over a period of 5 or more years, and management of the road section is transferred to the private sector, which has the incentive to rehabilitate the road to the required standards and to perform maintenance functions as appropriate. Such contracts are complex in nature and require significant capacity building. As such, the expected outcomes of this TA are (i) developing standard bidding documents adapted to the local context (including Occupational Health and Safety (OHS) measures), (ii) training of staff and regional authorities in managing these contracts, (iii) enforcing quality criteria and monitoring of works, (iv) training of private sector participants in performance based contracting, and (v) complementary trainings to road safety and OHS activities implemented in Tunisia by the Worldbank.
