  • Tenders are invited for Final Evaluation “Amen - for Alternative Protection Respectful of Children-s Rights in Tunisia” / Service Delivery / Tunisia Main activities : 1/ Carry out a diagnosis of resources at the regional level allowing inclusive care for children with disabilities within UVAs 2/ Carry out a study with women at risk of vulnerable parenthood determining the causes leading to parental neglect 3/ Present the diagnosis and the study during a feedback seminar to decision-makers at national and local level 4/ Provide social workers and Child Protection Delegates (DPE) with a systemic assessment and intervention tool 5/ Set up a multi-stakeholder territorial network to prevent parental neglect and support vulnerable parenthood 6/ Set up a call for projects for the development of regional operational mechanisms dedicated to supporting single mothers Indicators: · 1 mapping of existing support systems for women in vulnerable parenting situations is carried out / 1 feedback workshop with stakeholders in the process is organized to present the study · 1 study on the causes of parental neglect is carried out · 1 study restitution workshop over 1 day for 70 people · 2 one-day workshops for 50 people / training for 15 people in 12 regions · 2 multi-stakeholder workshops of 15 people in 12 regions · 1 call for projects for 13 UVAs · Endowment fund of €3,000/year for carrier UVAs Expected result 2: The UVA members of the RAET develop placement mechanisms in foster families as an effective solution in terms of alternative protection for children deprived of family protection Main activities : 1/ Support the signing of regional agreements between local institutions to set up a pool of host families within each region 2/ Recruit 13 host families in the regions 3/ Train professionals from regional social structures (psychologists and social workers) to strengthen the capacities of host families in terms of care 4/ Set up a regional mechanism for close monitoring of host families. 5 / Train RAET UVAs in early management of mild disabilities or disabling illnesses 6/ Analyze and evaluate the national experience of integrating children into foster families 7/ Train DPS psychologists in interview and assessment techniques with candidate families (adoption, Kafala, foster care) and in writing reports Indicators: · 12 regional agreements are signed between UVs of RAET and local institutions · 240 child protection actors are involved in setting up a pool of 2 foster families per region · 13 host families are recruited · 1 equipment fund of €600 is paid to the 13 host families recruited · 1 allowance of €60/month is paid to the 13 host families recruited · 30 professionals from regional social structures are trained to build the capacities of host families in terms of care · 1 proximity monitoring protocol for host families is put in place and included in the regional agreement established upstream · 36 RAET UVA workers are trained in the management of early disorders identified in children · The UVAs of RAET are made aware of the MDH-PPH approach (Human development model-Human development process-Disability production process) · 1 evaluation of the national experience of integrating children into foster families · Deliverable of the training manual · 24 psychologists are trained in interview and assessment techniques Expected result 3: RAET associations are consolidated in their function of promoting alternative family solutions and developing mechanisms to prevent parental neglect Main activities : 1/ Strengthen the UVAs of RAET in their project management methodology 2/ RAET widens its scope of intervention and develops its new strategy in the field of child protection 3/ Co-construct with the RAET an advocacy, with supporting economic argument, promoting the development of host family systems in Tunisia 4/ Promote, through a documentary film, the best practices of alternative care and prevention of abandonment developed thanks to the project 5/ Raising public awareness of the problem of children without support 6/ Creating a platform for awareness-raising, advocacy and the sharing of technical resources Indicators: · The teams of the 13 AVUs of the RAET are involved in the management of the activities and in the development of the deliverables of the project · Document presenting the new strategy · 1 advocacy argument developed and presented · 1 documentary film produced and broadcast · An awareness campaign at regional level (13 AVUs) · Communication media created (flyers, posters, etc.) · A platform is created Expected result 4: RAET associations are consolidated in their function of promoting solutions for family alternatives to institutions and developing mechanisms to prevent abandonment, in particular by supporting single mothers Main activities : 1/ Strengthen the UVAs of RAET in their project management methodology 2/ Co-construct with the RAET an advocacy, with supporting economic argument, promoting the development of host family systems in Tunisia Indicator: · Implementation of the action plan provided for in the AFD and DCIM document · Expenditure Tracking Document (Budget Action Plan) · 1 summary document presenting an economic argument targeting an integrated approach to RAET AVU budgets · Launch and closing events
