  • Tenders are invited for Development of a Capacity-Strengthening Plan for the Permanent Resilience Structure Context and Objectives of the MissionContextThe Integrated Disaster Resilience Program (ResCat) is a Program for Results co-financed by the World Bank and the French Development Agency (AFD); with a total funding of USD 100 million; supplemented by a contribution of USD 25 million from the Tunisian government. The development objective of this program; approved in March 2021; is to improve the management and financing of climate and disaster risks in Tunisia and enhance the protection of the targeted population and assets against the impacts of disasters. The program is structured around four pillars: I) Flood risk reduction; II) Disaster preparedness through the modernization of hydrometeorological services and early warning systems; III) Strengthening financial protection; and IV) Strengthening institutional coordination and regulatory framework for Disaster Risk Management (DRM). The program's implementation period is from 2022 to 2027.Pillar IV is led by the Ministry of Finance (MoF) (through the Program Coordination Unit - PCU) and co-led by the Ministry of Environment (MoE). The activities of the pillar are carried out by a working group called the Pillar IV Steering Committee; which includes representatives from the following ministries: Ministry of Finance; Ministry of Economy and Planning; Ministry of Equipment and Housing; National Institute of Meteorology; Ministry of Agriculture; Hydraulic Resources and Fisheries; National Civil Protection Office; Ministry of Interior; Ministry of Defense; General Insurance Committee; Presidency of the Government; Ministry of Environment.Specifically; this pillar supports: (i) the establishment of coordination mechanisms for DRM; including the creation of a Permanent Resilience Structure (PRS) and the establishment of a National Platform dedicated to DRM; and (ii) the adoption of regulations that organize the decentralization of responsibilities for DRM. The PRS aims to ensure the coordination of daily implementation and monitoring of DRM and to facilitate linkage and coordination among various national bodies involved in DRM. Its establishment by decree is planned; within the framework of the ResCat Program; by the end of 2023. The draft decree; resulting from several years of consultations among various DRM stakeholders; training sessions; and workshops; including those organized under the auspices of the Program since its inception; is being finalized by the Pillar IV Steering Committee.ObjectivesThe objective of this technical assistance is to strengthen the organizational capacities of the PCU and support the establishment and operationalization of the PRS. More specifically; the aim is to enhance the capacities of Tunisian government officials (estimated at 25 priority individuals) selected from the following categories: PCU members; focal points of the four pillars of the program; and members of the extended committee of Pillar IV. The goal is to have a specialized and high-quality operational staff who can support the activities of the PRS from 2023 in the field of coordination and management of climate risks and natural disasters. This will be achieved through:- Conducting a capacity assessment or inventory of the professional achievements related to each professional category within the PCU (including officials from the Ministry of Finance; as well as members of the Pillar IV Steering Committee and the operational implementation teams of the Program).-
