  • Expression of Interest are invited for Designing; Implementing; and Managing Resilient Flood Protection Infrastructures in Tunisia. Issue Date and Time: Oct 03,2023 05:45 Closing Date and Time: Oct 12,2023 23:59 Background Tunisia is Exposed to a Wide Range of Natural Hazards; Especially Floods; Which Account for the Most Significant Economic Losses (over 60%); The Highest Number of Casualties; And the Highest Number of People Affected[1] . Efforts have Also been Undertaken to Improve the Understanding of Flood Risk; Incuding Several Studies Related to Flood Risk (See Annex 1). Tunisia-S Flood Risk Liks to Several Factors; Including Rapid and Uncontrolled Urbanization; Improper Land-Use Planning; Suboptimal Flood Risk Reduction Infrastructure; Insufficient Hydro-Meteorological Services and Fragmentation of Responsibilities and Information (Refer to Annex 2 for a Description of Institutions Managing Flood Protection Infrastructure). Without Any Designated Pilot at the River Basin Level; Flood Risk Management Falls under the Jurisdiction of I) Dhu in Peri-Urban Areas; Ii) Marhp as the Entity in Charge of Dams and Water Management in Rural Areas; Iii) Municipalities in Their Districts; And Iv) Onas. Fragmentation along with the Absence of an Integrated National Vision for Flood Risk Management Translates into Insufficient and Uncoordinated Investments. In Light of These Pressing Challenges; The Got has Requested a Program for Results (Pforr) to Increase the Resilience of the Population and the Economy to Disaster and Climate Shocks (Link to Project Profile ).[2] the Pforr Program will Become the Overarching Programmatic and Strategic Framework for Drm in Tunisia. The Pforr-Supported Program is Structured around Four Results Areas (Ra): (I) Improving Flood Risk Reduction; (Ii) Enhancing Disaster Preparedness; (Iii) Strengthening Financial Protection and (Iv) Promoting Institutional Coordination and Sound Regulatory Environment for Disaster Risk Management. This Technical Assistance (Ta) will Focus on Results Area (Ra) 1 of the Pforr. Ra 1 Supports the Got in its Efforts to Improve Flood Risk Reduction in Urban Areas through Financing of Physical Investments in Urban Flood Risk Reduction Projects. Specifically this Ta Addresses Existing Bottlenecks in Flood Risk Investment Programming along with Support to Transition from the Prevailing Flood Risk Protection Approach Centered around Grey Infrastructure to More Innovative and Integrated Approaches Such as Nature-Based Solutions (Nbs) or Integrated Urban Water Management (Iuwm) Approach . While Most Relevant to Dhu; This Ta will be Capitalized across All Relevant Flood Risk Management Institutions through Effective Information Sharing. Objective of the Technical Assistance this Ta will Aim to Support Dhu in Improving the Prioritization; Management and Maintenance of Cost-Effective Flood Risk Infrastructure; In Complementarity with Other Assets; Processes and Stakeholders of Flood Risk Management. The Study will Improve Local Level Planning and Implementation of Flood Reduction Objectives of Strategic Level. It will Enhance Dhu-S Capacity to Effectively Implement Flood Reduction Strategies through the Provision of Technical and Practical Insights and Training in Relation to Optioneering and Operationalization. More Specifically; The Ta will Allow a Diversification of the Panel of Solutions to Meet Flood Reduction Strategy Objectives in a Variety of Situations Most Relevant to Dhu; Bridging the Gap between Flood Reduction Strategies and Local Level Planning (Selection; Design; Construction) and Operation and Maintenance; Beyond the Typical Panel of Grey Infrastructure. The Study Entails Four Key Activities: : I) to Study the Context and Scope Precisely the Most Salient Issues to Focus on (Together with Dhu); Ii) to Conduct a Benchmarking Analysis of International Standards and Practices for Decision-Making and Management of Flood Risk Protection Infrastructures on the Technical Perimeter Most Relevant to Dhu; Iii) to Demonstrate the Use of the Material Developed in Activity 2 to a Series of Practical Cases (up to 6) and Iv) Provide Trainings to Strengthen Dhu-S and Key Stakeholders- Capacities and Disseminate Key Findings across Relevant Entities.
