  • Expression of Interest are invited for Conducting a Study on Labor Needs in the Agri-Food Sector. ISSUE DATE AND TIME: Jan 22,2024 05:44 CLOSING DATE AND TIME: Feb 05,2024 23:59 The Tunisian agri-food sector is facing a significant gap between the skills of the available workforce and the requirements of the private sector. Despite a high unemployment rate; particularly among rural youth and women; employers and investors are finding it difficult to recruit qualified technicians. This gap is due to a lack of information on skill needs; negative perceptions of vocational training; and inappropriate training programs.In this context; the Tunisian government; supported by the World Bank and the Dutch government; is launching the Nexus project as part of the TRACE program (Tunisian Rural and Agricultural Chain of Employment). This project aims to reduce the disparity between supply and demand for skills in the labour market and improve the alignment between the qualifications offered by training institutions and those required by employers.The goal of Nexus is to increase employment for youth and women in the agri-food sector by improving access to information and training and strengthening collaboration with the private sector. The World Bank; in partnership with ONEQ; intends to conduct a study to determine the necessary skills and qualifications in the agri-food industry; understand barriers to employment; and analyse current and future employee skills.1. InvitationWe invite competent consulting companies to express their interest in conducting this study.2. Study Objectives:2.1. GoalThe aim of this study is to assess labour needs; identify required skills and qualifications; and understand the challenges and opportunities in the agri-food sector.2.2. Specific ObjectivesThe specific objectives of the study on the agri-food labour market are as follows:1) Map current and future labour demand in the agri-food sector.? Estimate the number of employees currently employed in the sector.? Identify areas where employers are encountering recruitment difficulties.? Analyse employment trends in the sector over recent years (INS).? Forecast changes in labour needs over the coming years; considering factors such as climate change (water stress and global warming) and technological changes; public policy developments; and market dynamics.? Examine potential employment opportunities for youth and women in the sector.2) Identify the skills and qualifications required for in-demand jobs in the agri-food sector.? Establish a list of the most sought-after technical and other skills by employers in the agri-food sector.? Analyse the most relevant qualifications and certifications for different jobs in the sector.? Assess the match between available skills and labour market needs.3) Evaluate challenges and opportunities for skill development and employment in the agri-food sector.? Identify the main obstacles to employment and training of workers in the sector.? Examine factors influencing the attractiveness of the sector for youth and women; such as working conditions and career advancement prospects.4) Formulate recommendations to improve the match between vocational training and the needs of the agri-food labour market; particularly for youth and women.The results of the survey will provide a better understanding of labour needs in the agri-food sector and recommendations to improve the match between available skills and labour market needs in this sector (to adapt training offerings to market needs).3. Methodological Approach and Expertise RequirementsOur study on labour needs in the Tunisian agri-food sector employs a mixed method research approach. This encompasses a comprehensive Computer-Assisted Personal Interviewing (CAPI) survey covering approximately 1070 agri-food companies; coupled with around 200 In-Depth Interviews (IDIs). This approach is designed to provide a comprehensive understanding of the labour market needs within the sector.For the successful execution of this research; we seek a research agency or consortium capable of handling such a large-scale data collection exercise. It is essential that the selected consulting firm or consortium demonstrates:1) Expertise in Agri-Food Sector Studies: Demonstrated experience in conducting research specifically within the agri-food sector; encompassing both labour market analysis and skill assessment.2) Econometric and Statistical Analysis Skills: Proficiency in econometric modelling and statistical analysis; essential for labour market forecasting and understanding employment trends.3) Qualitative and Quantitative Research Capabilities: Ability to manage large-scale surveys (e.g.; CAPI) and conduct in-depth interviews; ensuring comprehensive data collection and analysis.4) Strategic Planning and Policy Recommendation Experience: Proven track record in providing strategic recommendations; particularly in aligning vocational training with labour market needs; and adapting to sector-specific challenges and opportunities.5) Interdisciplinary Team Management: Competence in leading multidisciplinary teams to successfully execute complex research projects.4. Submission ProcedureExpressions of interest must include:* A detailed profile of the organization.* Evidence of relevant experience in similar studies.* A statement attesting to compliance with the expertise requirements.5. Selection and Next StepsPreselected consulting companies will be contacted to receive detailed Terms of Reference and invited to submit a technical and financial proposal.6.
